This card in TCG was first created for Battle Pack format, basically a format where you can only use cards from freshly opened Battle Pack sets.

There's no SRH in that format iirc.

This is basically a card that's only useful in that one format, since by the time this card is created, there are so many better ATK booster cards to use in the normal format.

Replaces reinforcements in a strait-forward deck, but not quite as good for combos since you can't target opponents creatures.

Reinforcements can also target opponent's monsters, which can be useful when combined with Golden Apples or Celtic Guardian. Very situational though.
