2 oshaleon on the field can do a lockdown?

No, because it specifies "Oshaleon" instead of "this card". Meaning any card named Oshaleon is still a valid attack target, you are not forced to pick one.

If it was "this card" like Dyna, then it would be a lockdown, because you have to pick a specific card as attack target, but you can't pick both Dyna at the same time.
