When your opponent Sets exactly 1 monster (and no other cards): Target that Set monster and 1 monster you control; destroy those targets, and if you do, banish them.
"When your opponent Sets a monster"
Can you tell me how often a player sets a monster in our meta? Let me help you. Never. Not yo mention that this card is a trap, meaning it needs a whole turn to be activated. Plus you need a monster to offer. If you want a card to combo with giant rex just use world legacy clash for free 2000 dmg.

This card is not useless. It's equivalent to order to charge in a sense if your opponent is setting it's likely you're winning or about to dodge a nasty flip effect. This is like saying order to charge or sword of baou sucks too because of -1
It's useless actually. Order to charge can be used at any time, while this card is ONLY WHEN opponent monster is set. And u need proper sacrifice as well, otherwise the timing to activate this card will be missed.
The activation restriction and the tribute requirement is what makes this card useless.
I can't agree with that. How often do you use Order to Charge to destroy a face-down monster, besides on the very last turn? That makes all the difference: Order to Charge gets rid of a guaranteed threat, which makes the -1 far more worth it. And as for Baou's sword: it stays on the field to continue to negate effects and up the ATK of the monster it's equipped to, making it far more valuable.
