Why cant it's effect activate in battle phase after the attack?

Because it's an Ignition effect, and those can only be used in your Main Phase. (Man, can you imagine if a card like Snipe Hunter or Abyss Soldier could be used in either player's turn?)

That hasn't stopped them. Turbo Booster, for example, has been altered in a way where its original ignition effect is activated "At the end of the Battle Phase:" They can do something similar to Emerald Tortoise, if they felt it was necessary. Time will tell.

The effect is irrelevant, since there is no main phase 2 in duel links. But why do we get only 1 copy?

Apparently Konami thinks huge DEF "vanilla" is so OP, players has to be restricted to one copy each.

When you unlock Jesse, he has one in his starting deck. You can also get one placed in your deck from his 'Meet my Family' skill
