The attack gained from the special effect is permanent.
Useful pierce effect when dealing with set cards.

Cons

Low defense, making it weak to cards that can rotate it to defense position.
Base attack is average, 1500 without Umi

Tips

Water Hazard can be used to special summon another water monster so that it can be used as a tribute for piercing moray. Good fish monsters to use are Deepsea Macrotrema or Needle Sunfish.

Rulings

You can tribute a face-down Fish, Sea Serpent, or Aqua-type monster to activate the effect a of Piercing Moray.

An absolutely underrated card! This card is actually only useful after you have a near perfect water deck. This card will help you in many sticky situations, its best outstanding feat is against weevil and téa decks to deal massive damage to set monsters; even against toon decks it has its uses. You'll be suprised how much in handy this comes when coupled with Beautunaful and Needle Sunfish, especially in the late game. I switched out one Uminotaur for this and I'm keeping it!

How do you actually perform the tribute? I tried selecting each card but there's no "activate effect" option

I bet you didn't double-check if you have any tributes to use in the first place. Ofc, the "activate effect" won't show if have nothing to tribute, or if you already started your battle phase.
