this card is bugged since the last update, cannot be special summoned on your first turn. i reported the bug but lets wait for weeks until the fix

Yep, the level in the GY counts. The level it had on the field doesn't matter at all.

The text which reigns supreme says it's 200x the card that "send to GY" not the card that is "in the GY".

Here's what happens in order:

1) You summon Cosmo by its own effect by sending a monster to the GY.

2) Cosmo's 2nd effect activates. It checks the monster's levels that is now in the GY. In this step, you don't care anymore what level it had in step 1) because this step is a different effect.

FYI: That's also the reason why you can use Embodiment of Apophis for 1) but you don't gain ATK because in 2) it is a trap and not a monster. That is the official ruling of this card:

Kozaburo, Kaiba's father, used Cosmo Queen in anime. In that case, there is a strong relation of Cosmo Brain with Kaiba.

They have Monster Reborn, Poly and other generic cards so why not this for both? also sage is spell caster so...

There's no rare dream ticket as far as I know. There might be one in the future, though, considering how popular certain cards like this, AG Wyvern, and AG Frame can be since a lot of people don't like paying for exclusive cards

this card is 🔥in broken. such an easy cheap way to win just like treachearous and neos fusion. i go to pvp and lose 3 times in a row because all them 🔥s summon this card on their first card. make this limited to 1 and nerf this overpowered deck

Yup. Most guy I fought drawn this card together with Blue Eyes White Dragon on the first turn. By throwing Blue Eyes to the graveyard, this card come out on the field with unsurpassed ATK.
