I just milled a six sam players deck with Glow Moss. When he drew a S/T, I chained bacon saver or sphere. He resigned with 2 Shi Ens and a Grandmaster in front of Glow Moss since he couldnt find a way to summon Enishi.

This card has potential, especially with its first effect, it totally negates attack and wnd the battle phase . Plus good for milling decks! Just risky though

So i tried this on pvp plus that trap from bastion that you dont take any battle damage if u have a monster... so far 90% win rate! Ive rekt blue-eyes, red eyes decks with its milling capabilities.. hahaha troll but good

I usually normal summon this card when all things have gone very badly for me that I have next to no way to win.

He stands there like a hero despite not being one, and end the battle phase again and again as my opponent keeps drawing monster cards. Even if my opp eventually draws a S/T and kills him, I still feel grateful for what he has done for me.

Neo-Spacian Glow Moss. The hero I need, but not the one I deserve.

A replay isn't considered a new attack declaration. You can't use Glow Moss in this scenario for the same reason you couldn't use Widespread Ruin in the same scenario.
I've attempted to revive this card the same turn it was destroyed with powerful rebirth but it does not gain it's effect if attacked again that same turn.

If I use regretful rebirth or time machine then it does. Is this a glitch or a mechanic I don't understand?

It's NEX version makes you draw instead of the enemy so... maybe it will be pretty good in a Full monster deck?
