To have multiple Cyber Dragons with different levels you will need to use monsters that act as Cyber Dragon. Luckily most of them act as Cyber Dragon in the graveyard where you will want to pull most of your costs from.
Cyberload Fusion can use the monsters banished by Cybernetic Overflow as fusion materials and recover them to your deck.
You can use Future Fusion to summon Chimeratech Overdragon, sending lots of Cyber Dragons to the graveyard. Chimeratech Rampage Dragon can pitch Cyber Dragons to the graveyard to gain additional attacks.
