Because it doesn’t negate AND destroy, and with 1700 atk it’s not too hard to get rid of.

Well before 2 years it was an ok option for red eyes decks. Now is bad.

Raigeki isn't that broken. It isn't even forbidden anymore in the TCG.

It used to be one of the most broken card in the game.

Only R, once per turn can negate special summoned monsters' effect. And arvata SR negate monters' effect at the cost of destroying one own monster

Arvata is still better.
Destroy one own monster to special summon
Meklord Emperor Wisel.

Yusei's card. One of my favourite level 4 monster. Its effect is great and the artwork is cool! Also it's a beatstick in equip warrior deck (Noble knight too).

Nice - would it also work on the 2nd or 3rd form of yubel so you could attack it with a monster?

It only negates activated effects. It can prevent the destruction or burn effects (or Yubel's Tribute if you really want to), but it can't negate the effects that prevent it being destroyed by battle or its controller taking Battle Damage.
