Apparently no. Probably Astral will, if we get him as separate standalone character.

Yeah, hopefully Astral will have the voice line for all Numbers.

Yuma has no line for this :( For some reason I expected him to have a line for every Number barring Number C and over 100 Numbers

It's really dumb, 2 Level 6 already isn't the easiest materials to get on the field unless you play Gagaga or Evol, but Konami still feels the need to nerf this card.

In the anime, its effect can be activated against ANY kinds of Effect monsters, including Xyz that has effect.
