Totally forgot about Blackwings, but you're right! Easiest way to summon it imo is Fabled though - Discard Krus with Chawa, SS Chawa, SS Grimro, normal summon or synchro with a lvl 4 already on the field.

Easiest will be with mecha phantoms... hamstrat tokens+ impala is one of the combos

Banish dinos easily summon too on turn 2 with dd sprite giant rex and salamandra

It's like Trishula except not all thatgood

Also loses to canadia and since everyone has 3 canadia and 1500 defense is not a wall for most decks

Obviously it can return Extra Deck cards which would result in a + in card advantage but against anything else this isn't that good unless you're going for the OTK and your opponent has no protection like sphere kuriboh or the before mentioned floodgate/canadia

But at that point, when your opponent has no response to your plays, you're already winning and you just summon this for the style points, I guess?

The onlys synchros 9 descents is the Vermillion Dragon and Trishula, the rest is meh.
