I'm trying to figure out how this card can't be countered using Riryoku Field. I see some balance in the description ss far as being unable to declare an attack. But it clearly target one monster the opponent controls. Maybe it's just specific wording.
It doesn't say it targets because it's old. It does target. (And as such a card like Citadel Whale could negate it.) The issue is that Riryoku Field can't negate the activation of Spell EFFECTS, only the activation of a Spell Card (IE, placing it face-up on the field) itself.
I guess technically, this card targets a Pyro monster in your hand; which you have to discard to destroy one monster your opponent controls, but still not clear from just reading the description.
