No, it negates its effect. I don't know why you think when the card's activated makes any difference. Memory Loss can ONLY be directly chained to the activation of a monster effect and still doesn't negate activations.

Why does using the "Divine Wrath" not trigger this effect? It's negating the effect of an effect monster
