Just found out that negating this monster's effect (with Breakthrough Skill) after it's done gaining ATK won't revert it back to 2500. Lesson learned.

Yeah, the ATK gain isn't tied to a continuous effect, so after it is applied, negating the effect is pointless

Is it a bug that after rebellion xyz dragon is summoned and uses its effect that the monster that lost the attack cannot regain any attack back (e.g. power of guardians)

Read the card text it does not say until the end of the turn. It's effect stay permanent.

No, that's actually how setting ATK to a fixed value works. However, if you equip the affected monster with a new PotG, the new card will increase the ATK as usual.

Ok thanks because I had a card equipped with potg before the effect and the def rose but not the att and was confused

I didn't say it wasn't permanent but att boosting cards e.g. potg was equipped and def was raising but not att
