I just had a situation with this card in which I couldn't use her ability:

The enemy declared an attack on one of my Valkyries while Brunhilde was not on the field. Before the actual battle happened, I used Super Team Buddy Force Unite! to summon Brunhilde from the graveyard to the field. Then he declared the attack again but attacked Brunhilde. For some reason, I couldn't use her ability at this point. There weren't any abilities that would prevent my Brunhilde from getting activated.

Is this normal or is this a bug?

it's normal, the second "declare attack" is not a phase of the turn
