Considering neither targets, no. That being said, it doesn't actually work against Trap Effects anyway, only direct activations, so it wouldn't negate an effect like Skull Lair's that does target either.
If it said Spell or Trap, then we might have something, but such as it is, how often are you going to run into Traps that target your Monsters? Most of the time, I see Traps that don't target like Mirror Wall, or Traps that target your opponent's Monsters like Metalmorph.
This isn't very useful, especially considering you could play Riryoku Field instead, and that will stop meta relevant Quickplay Spells like Enemy Controller and Super Rush Headlong.
