This works against some of the more common meta cards that can bring back certain cards from the grave. Since Hero's Rule's effect is negate and destroy, this can destroy Dakini if your opponent activates Dakini's effect during the end phase. This can also prevent Red-Eyes from being revived from the grave if they use Red-Eyes Spirit.
Since the graveyard can be a good way to special summon monsters, there are plenty of cards that can take advantage of it for special summoning, including Powerful Rebirth that is also released in the same box. Preventing your opponent from bringing back their monsters can potentially stop their key plays.
