They do, especially if it brings profit :p

New characters people actually want will make more people play the game, thus more potential profit.

No, doing the minimum brings profit just look at the current state of the game: gems nerfed, reskin after reskin, paywalled stuff, decks scattered around several boxes, useless banlists, etc.

No matter how much people cry konami can keep treating them like garbage they'll play anyways so why listen to their barks?

Characters are a different beast altogether. It's actually the biggest draw that makes people play, so it makes sense if Konami pays more attention to it.

If we can get crap like Lumis and Umbra just because a tiny amount of people asked for them, we definitely can get Rio/Cathy/Anna with much larger amount of people asking for them.

Yes, Duke Devlin will be unlockable again. Every character have a least two unlock events before they are added to the gate

Mai is one of the best character right now due to Harpie deck lol

Sera also seen some use due to her skill that permanently remove opponent's card from the duel, Tea was amazingly common back in the Duel Standby days, Akiza also seen some use back when her Dark Verger skill is not nerfed due to being too powerful in today era......

DS Carly is still the best character to use Fortune Lady deck with (so many people are still triggered by Every lol), Alexis is used for her Ritual Cage skill, and even Luna sees some use with Aromage.

Pretty much the only world whose female character is unused is Zexal, which is why we're asking for Anna. Anna's Train deck actually has high meta potential. Cathy though....yea she's a meme lol

Its really a bummer that next month is going to be boring. The same characters that been unlocked except with 1 new skill. They need to add more movie characters to fill in the slots for DSOD.

We need them to release some boxes that focused on ritual and fusion but stingy konami keep releasing anime archetypes for obvious reason.
