No, doing the minimum brings profit just look at the current state of the game: gems nerfed, reskin after reskin, paywalled stuff, decks scattered around several boxes, useless banlists, etc.
No matter how much people cry konami can keep treating them like garbage they'll play anyways so why listen to their barks?
Characters are a different beast altogether. It's actually the biggest draw that makes people play, so it makes sense if Konami pays more attention to it.
If we can get crap like Lumis and Umbra just because a tiny amount of people asked for them, we definitely can get Rio/Cathy/Anna with much larger amount of people asking for them.
