When a monster you control that's equipped with this card is destroyed by battle, and this card is sent to the Graveyard, you can either:● Draw 1 card. OR● Discard 1 random card from your opponent's hand.

Can increase draw power.
Can discard 1 random card from opponent’s hand.

Cons

Needs to be equipped to a monster, and be sent to the Graveyard after the monster was destroyed by battle.

Tips

It is not advisable to use Swords at Dawn because this card needs to be sent to the Graveyard, together with the monster equipped to it, in order to trigger its effects.
Equip cards are still not strong enough in the current meta that is focused on fast-paced Special Summonings that can easily end the game early.

Combo

Aurora Wing can be Special Summoned back to the Field after it was destroyed by battle, making it an excellent monster resource to equip Necklace of Command. You can also equip Necklace of Command to Treeborn Frog, and if your opponent destroys it in battle, you can Special Summon Treeborn Frog on your next turn provided you control no Spell/Traps.

Knight Day Grepher can bring back Necklace of Control from the Graveyard to your hand. Iron Blacksmith Kotetsu can draw Necklace of Control from your Deck to your Hand.

I really don't feel like wasting a ticket on this card. It's effects just aren't that great. It should be a N card I would think.
