It's actually a +1 if you do the math. You're using 2 cards (Tongue Twister and the card you Tributed) to gain 3 (the two from Tongue Twister's effect, and the 1 extra from Baggy Sleeves.)

Depends how you tribute summon, if your deck revolves around Treeborn Frog, it's free tribute fodder. Either way it's a pretty neat synergy.

This would be a worse target for Doom Shaman than Meda Bat is. >.> It needs to be Tribute Summoned for its effect to work.
