This card sucks here. It's better in TCG/OCG Heroic (8000 ATK Excalibur out of nowhere can actually win games occasionally). Here, your crappy low-level is going to be like 3k for a turn, woo. Riryoku is almost always better. Yeah, you can boost the ATK before using Chance, but then you're putting even more resources into something about to be Sphere'd or Canadia'd.
I bet Excalibur will be in a box anyway, and this card will be reprinted in that box.
So sleeping on Heroics for now is fine. They're like Constellars, an archetype whose main deck monsters are simply meant to be Xyz fodders. Meaning they're terrible without the Xyz. It's the Xyz that you should use this card on.
