When you have 3 D Hero in GY, discard this card (as a cost), thus you can SS 1 D Hero from your GY to your opponent's field.

Since this card is discarded as a cost, you can also choose this card to be revived to your opponent's field. Thus, negating all of your opponent's spell as long as this card remains on their field.

Ok, hold the hell up. I was just in a ranked match and I summoned this card on my opponents field and they were STILL able to use Enemy Controller. I'm pissed...

Negating things doesn't prevent them being activated. There's nothing stopping them activating something like Enemy Controller that can get rid of a monster as a cost to get rid of Dark Angel.

It can target itself, but there has to be a legal target in there to activate its effect. (Which there usually will be, but you could have been a weirdo and discarded 3 Destiny HERO - Dogma as the only D-HEROes in your GY or something.)

It’s good for negating opponents spell cards but the problem here is they can also be used for their tribute summon right?

This is why reading cards effect is important

For those that didn't get it, the point is to summon this card to your oponnent so that he can't use his spells.
