You need to summon dark type monsters 200 times (maybe a little more since the counter seems kind of off sometimes, so it also helps to write them down) in GX world (just do it there just to be sure). Once you do that, his unlock missions will show up in the big Missions wheel in GX world and you get him when you complete them.

We can already get all the cyber angel stuff from the events with tickets. What they need to do is make the Aster event give actual good cards and not meme deck junk again that no one is ever going to use when they bring it back.
