Generally in Yugioh, "can't" always trumps over "can".

Is there a good deck out there to add this to? I was going to toss it into an Umi-meta deck, but it's a machine type; which makes me think you need to build a deck around buffing it.

Umh, this card is more than just a support that adds a little something to your deck you dont really need to make a deck to buff this. A legendary Ocean makes this card really shine but like I said but this is just a support, a Direct 1300 damage is always nice tbh/
