thing is, fenrir can't really be played with duel links system since he has to be summoned during main phase 2

Im really confused we both take damage ? Or the opp takes damage

The controller takes damage. If you summon it to your opponent's field then you use econ or windstorm to change its battle position, your opponent will take the damage

Yeah, it's the opponent. Team Ragnarok tried to defeat Yusei by putting Jormungardr to his field then change its battle position with Fenrir the Nordic Wolf so that Yusei take hefty damage.
