Although it is a tech card, you could force Destiny Hero players to waste a Mask Change (and it doesn't target so if they try to save it, another anki gets the hit)

That was UDE's ruling, which has been considered unofficial by Konami since AGES ago.

That being said, it doesn't necessarily means Konami has a different ruling for a card. More often than not, the ruling is actually similar.

Generic destruction cards are better, TTH for example.

With TTH you can also destroy their non-Fusion card, for example Alexis' Dakini or Chazz's Armed Dragon LV7.

Just play Offering to the Doomed which does the same thing but for any face up monster, making it much less situational?

Or any other card that destroy 1 any monster on the field and is faster to use due to being a monster or a Spell.

So yeah, this card is trash, period.

Thing is, you cannot tribute to the doom in opponent's turn. This card can deal with masked hero and cyber stein decks. Although a trunade can prevent this though. Its not a must card, but not trash either.

Offering to the Doomed, not Tribute to the Doomed.

Offering is a Quick-Play Spell, unlike Tribute, so Offering can be activated during opponent's turn as well.

lol this card appeared in DL way too late, it will be useless when people start playing Synchros.

Masked HEROes will still probably be relevant. This card's already pretty much completely outclassed by De-Fusion anyway, though. (Barring against people that only own 1 Anki or a select few decks like Gem-Knights with a lot of one-ofs. But the fact De-Fusion's Quick-Play makes up for that.)

And the funny thing is, even in real life, De-Fusion was released first.

And De-Fusion was never touched by the banlist either, so there was no reason to release an inferior version.
