No, it's not. It appeared in one of the tag force games, in the Anime and in Duel Links. But never in the TCG or OCG.

No, it was it's ruling.
If the card effect that is going to destroy a card is NOT GUARANTEED, then stardust dragon cannot activate it's effect.
Examples are this card, snipe hunter, etc.

Stardust should work as long as both players control a monster, it doesn't care whose monsters are to be destroyed.
