Can special summon itself (and it's NOT once per turn!), a tuner, impressive ATK for beating any level 4 or lower mons, level manipulation although it's limited to his archetype. Still good, IMO. Easily makes level 8 or higher synchro or rank 5 xyz.

Needs a garbage field spell, you need an agent to change its level, offers 0 advantage. Basically, if you use him for a synchro is a -1. All good synchro decks use monsters as synchro materials that are either floatwrs or offer immediate card advantage uppon summon or grave (see shiranui).

why this one is C+ tho? a tuner that can be special summoned, helps graveyard setup and change its level.

It has been changed to B, but honestly it should be B+ in my opinion.

Easy to SS and has level changing effect making it versatile, only drawback is that you need Sanctuary to SS it, which is a decent enough drawback to push it from getting A.

It also ask you to play "The Agent" for Level change, so there's another drawback there. Plain B is correct.

Level-changing Tuner is always the best kind of Tuner. Now if only it's not restricted to Agents....
