A card which destroys face-down trap/spell cards can be activated but cannot destroy those cards.
A counter trap card can destroy an activated face-down trap card and negate the effect of it, because the trap card is not a set trap once it is activated.

This would actually be somewhat useful if we don't have Cosmic Cyclone in the game.
