Can this card still be used to banish cards from your grave if you have no level 4 monsters left in your deck to draw??

This card can be used very well in dark fiend decks that summon dark necrofear and also use skull lair at the same time. This card can be used to summon doomsday horror and then use skull lair. For effective use a 30 card deck is better for thse kinds of cards.

Also banished from the dark dimension can be used at the same time because skull lair will always keep the banished zone thick.
