How to Get

Skill Details

Activates at the beginning of your turn if your Life Points are 2000 or below.
Yuma and Astral build the Overlay Network! ZEXAL Morph!
After transforming to ZEXAL, add 1 "Number C39: Utopia Ray" to your Extra Deck.
Each turn, you can look at the top card of your Deck before drawing a card. In addition, you can use each of the following effects once per turn.

- Before conducting your normal draw, change the top card in your Deck to a “ZW” monster.
- Can be used at the beginning of your Main Phase. Play 1 “ZW” monster from your hand.

You also can use 3 level 4 light monster to summon C39, though most people will opt to summon C39 over 39 in most cases.

That's the only best option. Overlaying C39 is a faster summoning rather than using 3 level 4 monster as an xyz summoning.

You're right I don't remember this dogshlt company limiting everything in 2017. Because of players like that troll up there they decided to do it more. You want to know why? Because they know he will burn an extra 500 dollars if his deck gets nerf.

ZEXAL Royal King

Yuma and Astral's first powerful Skill, "ZEXAL I - ZW", can be used as many times as you want during your Draw Phase when your LP is at your targeted mark. However, the maximum "ZW -" monsters you can equip is 3 due to Speed Duel format (unless Master Duel can be used by a maximum of 5) and at least 1 "Number 39: Utopia" should be available inside your Extra Deck due to ZW's abilities that were listed below:
(1) Unicorn Spear & Phoenix Bow
Must be Special Summoned using "Number 39: Utopia" via Chaos Xyz Evolution. "Number C39: Utopia Ray" must be Summoned.
(2) Others
Must do the Xyz Summon with "Number 39: Utopia" in your Extra Deck.

Duel links: Old skills have single effect, new skills have 999 effect.

Only to nerf it later because it totally isn't the best ZW skill in the game :)

A skill that will mostly abused in non ZW-utopia decks

But those decks would still have to make Utopia which is intended to be a generic rank 4 and not just played in archetype.

The skill will definity get nerfed from being being to activate from 2000 LP to 1000 LP.

Just like Zane Cyber dragon skill
