the effect is great: pog or raigeki or harpie feather duster or delinquent duo. They could create a trap version of diamond dude.

You need to have all Wind, Water, Fire, and Earth monsters on the field. But in speed duel format, you can have max 3 monsters on the field and makes it impossible to fulfill the condition. The only way to use this card is to combo it with Elemental Mistress Doriado which possess all those 4 attributes in one card.
