Anyone can explain the ruling for me as to why this card won't trigger Weathering Soldier's effect? Is the burn effect somehow causing Weathering Soldier to miss timing or something?

No. The problem is that sending a card to the GY is part of the cost, not part of the effect. That's why it won't trigger the effect. It's similar to the Dark World monster issue where they don't trigger their effects when they're discarded to pay a cost.

With the introduction of some more monsters, this card has somewhat of a niche place in rock decks, especially magnets.
Send the likes of Crusader to change opponent's battle positions, or Sentry just to summon it from the grave.

Rocks are garbage on a stall deck... This will be used to fill your graveyard quickly, that burn dmg is secondary

It's Hinotama on a Trap Card, what are we going to do?!
I think you are better off playing this in a Magnet deck; Stall and Burn don't need this at all. You would actually have to play Rock-Type monsters, hope you don't draw them and all for 500 damage.

This card reminds me of Kaiba's duel against little Yugi in Darkside of Dimensions
