Skill Details

If your Deck contains 6 or more Level 4 or below Monster Cards with different names, you will have improved chances of having a Level 4 Monster Card in your starting hand. You cannot Special Summon or activate monster effects until the end of the Main Phase of your first turn.

This skill is so dumb... It activates and yet I got a lv.8 and 3 spells/trap in my opening hand

You will only have "improved chances". There's no guarantee that it will always work.

You get it randomly as a reward drop usually in Ranked Duels or against legendary duelists. Check out some guides on how to farm skills in Duel links, theres easy ways to do it

This skill used to give me a guaranteed 2 level 4 or lower monsters. out of the last 20 or so battles i've started with 0 level 4s (some back to back). Anyone else having this problem? the skill animation is triggering at the beginning of battle.

It’s says “improved chance” of opening with a level 4- not guaranteed.

Apparently the skill got nerfed without us being you are right it used to guarantee 2 level 4s now not

Well, it needs 6 monsters lv 4 and below, EACH with different names, not just 6 monsters that are lv 4 and below. If out of those 6, 2 are the same, it doesn't count.
