This is actually good in one specific deck type. Grass is greener decks. This can stall for a turn if you draw the added card instead of your cards. It makes your deck count 31 without adding in fluff you don't need, and for a card as broken as grass it's a notable skill. Largely as, most skills are kinda useless for this sort of deck, as skills don't count as "Game mechanics"

Unless I'm wrong, and skill based increase in deck count somehow doesn't affect cards like TGLG somehow. I don't think that is the case, but I admit I didn't check before posting this.

up to now i still don't know why the king of duel and the strongest duels is the weakest. joey's skill is (scratch that (Andz) Tea's skill is much stronger. im not complaining just encase nor ranting. just my observation.. GTG it time to DUDUDUDUDUDDDDUUUELL!!

I think this skill can be use by other, e.g. Kaiba or dark Marik. Too many skills assigned to Yugi and now he became many skills to select but at the same time other had very limited skills to play.
