Because:
1. You need to know which cards are in your opponent's hand. Combo with Dark Designator is possible but you must know what deck your opponent is playing to guess the card corerctly.
2. It needs to inflict battle damage. With only 1000 ATK it's difficult to do, unless you play Secret Pass to the Treasures. Even if you managed to do it, how would you survive the next turn?

This is the first card along dark designator that lets you declare card name, the first monster card to be exact in this game. We still waiting for the first trap that do the same thing.
