Yeah, sadly most if not all the good Spirit monsters are Nomi for whatever reason

the absence of this card is the only reason spirit aren't tier 1

While true this card would be VERY good for Spirits, it wouldn't make them tier 1. This is simply because freaking Cyber Angels raised the bar for tier 1 about 6 feet.
