Skill Details

If your Life Points are at 1000 or below, place 1 "Volcanic Counter" in your Graveyard. This Skill can only be activated with higher Life Points, but its effect will succeed with a greater probability when your Life Points are lower.
This Skill can only be used once per Duel.

This skill means that you get a guaranteed volcanic counter if your LP are at 1000 or lower but if you don't, you can still activate it but there's a chance you won't get it. Basically it's a gamble and if you don't get it, you wasted your skill

Yeah, the wording is confusing and kinda makes no sense when the effect starts with "if your LP is 1000 or lower".

It's either a typo on this page or a bad translation (both is likely). Just ignore the word "only" and it makes more sense.
