Banlist reference. Graceful Charity is banned in both OCG and TCG.

In fact the whole gimmick of all cards that feature Sangan's adventure in Forbidden land is that he was mistakenly banned when the issue at that time was Tour Guide, but at that time Tour Guide was still a profitable chase card for Konami, so it was immune to being banned.

The adventure is like this:
Mistake -> Tour Bus to Forbidden Realms -> Shared Ride -> Mistaken Arrest -> Mistaken Accusation.
