Cannot be Normal Summoned/Set. Must first be Special Summoned (from your hand) by banishing 1 FIRE and 1 WIND monster from your GY. You can only use each of the following effects of "Loud Cloud the Storm Serpent" once per turn.

● You can banish 1 FIRE monster from your GY, then target 1 monster your opponent controls; destroy that monster, and if you do, this card gains ATK equal to the destroyed monster's original ATK.
● You can banish 1 WIND monster from your GY, then target 1 card in your opponent's Spell & Trap Zone; destroy it.

You can use Battling Boxer Veiler in a Harpie deck

- Nephthys Fire King
- Elementsabers
- Elemental HEROES (Stratos and Blazeman are staples)
- Armed Dragon with Masked Dragon searcher
- Ninjas, though that'd probably not be an optimal version
- Several others like Sylvan or some Pendulum decks, but this card doesn't really mesh with those.

You can use this with Battling Boxer Veil and Kiteroid in literally any deck

I don't get this card. It's water but it requires wind and fire. Why?

Wind = cold, turbulent air
Fire = hot air

Combine both to get a storm.

A storm causes rainfall => Water
