Yes since the card it takes counts as an equip card.

Actually no it won't, it says spell card activation. Relinquished effect doesn't activate the monster as a spell.

basically this card worse than Riryoku field, it is strictly version of Riryoku field with can only target equip spell card activation, use Riryoku field instead of this card.
