Skill Details

At the beginning of the Duel, add 1 "Cyber Emergency" and "Power Bond" to the bottom of your Deck. In addition, you can select 1 "Cyber Dragon" that you control and make its Level to 5. This Skill can only be used twice per turn and three times per Duel.

This Skill will only activate if you begin the Duel with a Deck that has 12 or more Machine-Type or Dragon-Type Monsters. (Extra Deck does not count.)

I think the skill got shadow nerfed without any info. Just today i tried it again. Somehow you can only use the skill 3 times in one duel. I tried using it twice in one turn, then on the next turn i can only use it once.

It says it can only be used twice per turn and three times per duel. So it's working as intended.

Good skill. If all characters got the same treatment as Kaiba, Zane and the protagonists of each series....

Have you forgotten how long destiny/masked hero was a thing? And then the vision hero deck? And now this? Yeah, it looks like you have.

Yep I remember, 1 year from which 6 months had d hero using balance, a skill used by several characters. I remember the 4 months of v hero too

I also remember the 1 year invoked meta with sorcery conduit first then d draw.
The 1 year meta of TD with d draw too
The 1 year desperado meta with master of destiny, Harpie 1 year meta with HHG. The 6 months meta in the early days with relinquished HHG

I'm not saying those guys aren't relevant throughout history. And yeah, Mai has also gotten a lot of love with Amazoness and Harpies. Just saying that Aster has been pretty noticeable too throughout history in this game. Plasma has been pretty good, too. And that right now, his deck is better than the new cyber dragon version.

"to the bottom of your deck", lol useless. This means we have to run something that shuffles the deck to be able to draw them before we lose.

"Go, Cyber Dragon Core!" to search Cyber Emergency from your deck. And Pharos' effect can help you get Power Bond. Or you could try experimenting a build without the skill even. I think that might be fun, so I will try that probably.
