Because, both Dolphin & Aqua Neos is a Box card.

No matter how useless it is, Konami isn't gonna give an extra copies to player in Jaden's starter deck.

So, they used their 5D's Method, put the card as skill.

To elaborate, Divine Neos is Jaden/Yubel's ace card, and it requires a Neo-Spacian as a Material. They couldn't give you one, so they gave you a Skill instead. (This is also why it's a Level 1 Skill rather than a Level 4 one.)
