Does this work with Gold Sarcophagus? It says "return it to the Graveyard", so can it still work if the targeted monster was never in the GY to begin with?

Yes. Gold Sarc is the easiest way if you want to use Fortune's Future

Sadly, no. FL's prefer to banish FL Light to gain the special summon and get FL Water out for draw. At minimum if you do this to set up, you'd be delaying by at least 1 turn to be able to use this card. It also increases inconsistency of starting hand. I do not believe it will be useful for top tier FL builds.

Even a standard fortune lady deck can benefit from this. Not necessarily Sarcophagus
Anonymous
Fortune lady is already an very powerful Tier 2 deck as 1 of the few can compete against darklord. The deck only problem is consistency, but if Konami release this pot of greed card. I'm 100% sure fortune lady will become a Tier 1 deck. This card for Fortune lady is similar to banishment added into darklord.
