Comments below already stated the obvious.

"When a monster is normal summoned"

FH effects activate when normal summoned or special summoned? Read it

This is much more better than floodgate and canadia for furries.

The 4 kinds of Monster effects this card can respond to, are effects that starts with:

- "When this card is Normal Summoned...."
- "When this card is Tribute Summoned...."
- "When a monster is Normal Summoned...."
- "When a monster is Tribute Summoned...."

If there's none of the above things written, this card cannot respond to it.

When can also be replaced with If, but I cannot recall any monster in current DL that uses If instead of When for its normal summon effect.

The low level Fur Hires don't have any effect that activates upon Normal Summon.

Their effect simply can only be activated during the Main Phase.

By the time the low level Fur Hire activates its effect, the normal summon window has been passed. It's still during Main Phase, but it's no longer a part of the normal summon window.

^ This is what i was to say.
Just negate the activation and destroy the card that triggered his effect WHEN is Normal Summoned.

The card that triggered his effect WHEN is Normal Summoned.

I think it only works for those who activate their effects mandatorily when they are Normal Summonned, and not optional. But who knows.

This card is basically meant to be used against Monarch monsters.
