I figured out that if you banish this card, the opponent monster never comes back

It should still come back. The timer still happens even when Doom Lord is sent to the Graveyard, I don't see why getting banished instead would stop the timer from working.

My Opinion on this card? in the TCG, this could be teched in as a slow dot removal for larger threats, and very easily fit into DARK or WARRIOR themed decks. In DLs with less access to removal cards? this is great to have a copy of.
