"Before this card comes out and people start calling it bugged"
But what if I met all the conditions and I still cannot activate it? I had 1 banished monster and 1 card in my hand. Still would not activate. Are there other conditions that needs to be met or are there hidden rules I don't know about?

Yes, since there are cards that banishes stuff face-down.

Yea the capsule from yugi muto lv up banishes face down.
Ghostrixk skeleton also banishes face downs.

This card specify "banished monster", if the banished card is face-down, nobody can know if it is a monster or not, so this card cannot interact with it.

This is correct. Some cards such as Golden Sarcophagus work with this card but they require purchasing them or using Dream Tickets.

That hidden rule (must have 1 banished AND summonable monster already in the banish pile) really fcked me over.

Only card I can see working for facedown banish cards is Paleozoic Leanchoilia but it sends the facedown cards to the graveyard I wish this worked for facedown cards.

Hey does anyone know how to activate it? I have it and I try it when I have monsters in the banished zone but I just can't get it to work.

first : you need to banish 1 card from your hand

second: it wont work if the banished card is in facedown position

No Cause toon Kingdom banishes them in face down position so you can't do anythu ng with them

Before this card comes out and people start calling it bugged, remember that yes, you CAN summon the same monster you banished, but only if you already have a monster banished that can be summoned this way.
Anyway, looks kinda cool for Necrofear decks that use big fiends like Invader and Empress. And maybe for BLS - Sacred Soldier decks too. It's probably best to activate it during the opponent's end phase to be able to immediately flip summon them next turn.

Unfortunately it wouldn't, but at least it's another way to get him out besides Hijiri. Dunno if it'll be that useful but we'll see I guess.
