Nope. Well, sure, if you already properly Summoned it (by, you know, banishing an Iron Core), but it's not going to let you discard it and just bring it out.

Yeah. Maximus can be special summoned from the graveyard if he have been properly summoned (by banishing Iron Core) before it is sent to the graveyard
