If all monsters you control are Cyberse monsters (min. 1), you can Special Summon this card (from your hand). You can only Special Summon "Cyberse Converter" once per turn this way. When this card is Normal Summoned: You can target 1 face-up monster you control; it becomes a Cyberse monster until the end of this turn.
I seriously question what was even the point of this card's Normal Summon effect.
Sure it's useful to summon something from the Extra Deck that needs a Cyberse as material, but if you want to run such thing, the best way is most likely running it in a pure Cyberse deck anyway.....so changing type to Cyberse is not needed.
It's useful when your opponent changes the type of your monsters, but right now, its just to sacrifice summon the 8 level cyberse normal monster (I don't remember its name)...
AFAIK this card in OCG came alongside a few Extra Deck monsters that require Cyberse-Type as materials.
Problem is, those Extra Deck monsters don't really do anything worthwhile outside Cyberse-Type decks anyway, so the only deck you'll use them with, is the one deck where this card's normal summon effect usually has no use......
Wait, there is use and it's simple. Some monsters who are not Cyberse you may want in a Cyberse deck, such as "Sonic Bird" to add "Cynet Ritual" from your deck to your hand. So this card makes Sonic Bird a Cyberse so you can make the specific Cyberse links with it.
